I Know What You're Thinking...
So, the US army is developing mind control techniques. Seriously. They are trying to decipher electroencephalograms (those are the patterns sensors pick up from brain waves, of course) and developing ways to decipher these, and then transmit them to others. It would involve no speaking and the absolute silence of it all would be useful in the battlefield when giving orders. It would also, very handily, speed things up. The army insists that you have to be a willing participant and the project involves absolutely no kind of mind reading or mind control. They foresee no problems in that area. I mean, why would soldiers' minds be screwed up by this? It's not like soldiers ever suffered any mental trauma before. Surely having their thoughts transmitted far and wide, or hearing voices in their heads would not exacerbate any existing issues.
